Chapter Six

Prepare for all Eventualities

Seeing around corners and preparing for them is a must.

The hallmark of security is the ability to see around corners and be ready for what is there before making the turn. Applying the knowledge gained from experience is crucial to the ability to take quick action. This is true in any form of decision-making, negotiations, reaching stated goals, and in military action and defense, especially when you live in a tough neighborhood. If you plan to take a walk alone after dark, in a crime-ridden area of town, don’t you think about the route you will use and the precautions you’ll take to protect yourself from harm? No one would criticize you for doing so; indeed, they may wonder about your sanity if you were careless and did not consider your safety before venturing out in such a circumstance. However, Israel is criticized time49 and again50 for its preparation and strategic planning in an ongoing effort to stop attacks from happening in the first place and putting an end to attacks when they do happen.51 It is necessary, therefore, not only to prepare for violence, but to also prepare for the inevitable fallout we face from critics every time we defend ourselves.

In late 2018, we exposed terror tunnels on the border with Lebanon52 and neutralized them using a combination of military strategy and diplomacy. It was a major turn of events to discover these tunnels, because had they been used, a major war on the border would have broken out. Let me be clear. These were not primitive, underground trenches. They were sophisticated, lined routes equipped with electricity and air conditioning. We had to ensure that terrorists could not use them to access communities on the Israeli side.

Hezbollah’s construction of a network of tunnels into Israel was a top-secret operation; even the organization’s top officers on the ground were unaware of it. Funding had been provided by Iran. The tunnels would allow hundreds of special elite Hezbollah forces to assume control of communities near the border on the Israeli side. The plan included kidnapping residents back into Lebanon and conducting a ground fight with Israeli troops, who would naturally have to come into the area. The terrorists’ aim was to take hold of a community, raise a Hezbollah flag, and claim they had seized the area. This would give Hezbollah a chance to broadcast the entire operation live and claim credit for “conquering the northern part of Israel.”

We used a combination of intelligence resources to gather data and pinpoint where the tunnels had been constructed. A week before the day we planned to start the operation, the Israeli military attaché had come from the Washington embassy to brief me on the issue. He showed me the location of the tunnels and what the operation to destroy the tunnels on the Israeli side would look like.

We knew once we started drilling on the Israeli side to destroy the tunnels, our intentions would be exposed, with three possible responses.
